Araki has been cool about cops for a while, shows them as useless in Phantom Blood and in Battle Tendencies Joseph shoots the fingers off of an aggresively porcine-shaped cop with a coke bottle cap. In Golden Wind they're depicted as all corrupt and in the pocket of the mob.
