homelessness has been made a crime

Citizen: I can't get a job which pays me enough to finance an apartment.

Government: Straight to jail!

It's how they can provide housing in the most expensive and miserable way possible. The homeless have to go somewhere, and then they get to feel like they are punishing them instead of helping.

The cruelty is the point, as with nearly all conservative policies
