It's the New Jersey method. Don't charge them to enter. Charge them to leave.

That will get you into hot water in the EU. And Twitter isn't well placed to pay millions in fines.

Twitter doesn't care, they don't pay fines anyway. They also don't pay rent or salary, because nothing happens to them when they don't.
