For anyone in #USA who's hiding a phone from other people in their home - it will ring even on mute on the 4th of October - turn it off FEMA and FCC Plan Nationwide Emergency Alert Test for Oct. 4, (www.fema.gov)

FEMA, in coordination with the Federal Communications Commission (FCC), will conduct a nationwide test of the Emergency Alert System (EAS) and Wireless Emergency Alerts (WEA) this fall.

Test Messages Will be Sent to All TVs, Radios and Cell Phones

Here I thought they meant women in domestic abuse situations who are still trying to get out. Like discussed here.

I assumed they meant kids hiding stuff from their parents but yours makes more sense.
