I asked my friend to begrudgingly sign up to feddit.uk and the request never goes through. Is there some sort of server issue?

I’m not sure if this is the case on your instance but many instances are temporarily locking sign up because of bots. If there’s a place where your instance admins publish notifications, try checking there to see if they have said they are doing this

I don't think so, Tom put a captcha on but there's no indication of closed sign-ups happening

Most instances labeled as "closed" are in fact merely gated. Eg beehaw.org was never really closed, they just had an approval process that delayed getting your account.
