You basically use a custom launcher that disables telemetry and has none of those kernel-level anti-cheat measures and then the game runs smoothly using Proton. This means that you're breaking their TOS though and that at any moment Hoyoverse can ban you if they want. If that's okay for you, google an anime game launcher.
