What?? Surely that can't be possible, right? That's a step deep beyond going inside Russia... and a really risky one. I can only assume it's meant to intimidate the Russians by proving Ukraine's capacity to penetrate their defences, but it seems like such an unnecessary risk...

More likely it's done by local Russians than an official Ukrainian exercise.

Also: too much hassle (but maybe as a "side quest", but it seems too silly to take the effort).

Yeah I mean if Ukrainian forces were that deep inside Russian territory I'd hope they'd be exploiting it for a much better tactical advantage than planting a flag.

This was almost certainly done by Russian citizens, but then it doesn't REALLY matter does it? It's all about the message.
