That’s the main reason his policy will fail to bring factories back to the USA. Stability. Business planners need stability to create accurate forecasts and strategies.

That and the fact that he's already said he'd remove them if countries do what he wants. Why would someone invest in setting up a business if the tariffs protecting their product can be removed at any time?

And countries 'doing what he wants' is no guarantee that a reprieve would be any more than temporary. As soon as he feels like extorting America's partners again, or if he needs to distract from yet another one of his screw-ups, then he'll just bring on tariffs again.

Exactly. It's just a matter of time before President Dumbass wakes up with another batshit insane idea and throws the world into total disorder again because of whatever idiocy he thought up. And this is on top of the fact that "doing whatever he wants" is a dangerously stupid policy for any country to adopt to begin with.
