That could be so many places in America, but dam if that doesnt give me Pennsyltuckey vibes. Swear I have waited on that same guy to flip the sign lol.

Yeah, the other side says "slow".
Yea, one of the two lanes is likely closed for a lenghty stretch. So someone with a stop/slow sign at either end of the closure, who are on the phone or walkie talkie with each other. Bunch of peole go one way on the open road, then a bunch of people go the other way on the open stretch.
Probably hella annoying for locals as its big delay. But im a city boy and only see these on road trips, so Im usually in no rush, a good mode, and able to enjoy the scenery.
Is it not common to use temporary streetlights for that? This sounds great for short construction sites like a few days but for weeks on end something automatic should be cheaper no?
