Huh? OP must've edited it then because for me the OP is super clear and yours is very foggy. Using Voyager app on lemm.ee, maybe your frontend or instance is doing something?
I added more blur to make fun of the 'original' post. I would hardly call it 'super clear'

If I take my glasses off, then yours is clearer because it's the same text fit into a higher resolution image
With my glasses on, which I kinda need to be a functional human being, there's little difference. I think the higher contrast on OP's image might be doing a lot of heavy lifting in making it as readable as a higher resolution image with less contrast.

It seems you've stumbled on the root of the issue. I guess some people just can't see the blur. I don't have a particularly special phone and I've unfortunately been without my glasses all day. It's likely due more to experience and 'training', but it's easily apparent that my half-assed screenshot is significantly clearer. Less contrast, sure, but that doesn't magically remove the blur. Most likely the biggest factor is that many people just don't care, which I find beyond frustrating.
