What are some good training spots for the Elite Four in Pokemon Emerald? (lemmings.world)

I'm at the Elite Four, but my team is horribly underleveled. I don't know how I was allowed to get this far with a team that's so underprepared, but here I am.

Right now, all I can see is literally grinding wild Pokemon in Victory Road. Is there a better way?

Gen III is so damn low level/exp everywhere.

There's no great way to grind levels. Anytime I play gen III (often in a multi world randomizer) I bump exp up so I can use more than 1-2 pokemon without grinding
