The guy sued companies because they didn't advertise on his website. I wouldn't put trying to sue because of this past him.
You can always sue, but in most normal countries it just gets tossed out.
Haven't been following the news much, have you?
Canada isn't the US. If Musk wants to sue Ontario, he has to do so in Ontario courts, which are obviosly not stocked with Trump supporters. Unless Ontario specifically breaks the terms of the contract, any case gets tossed.
America is the most pro litigation country in the world. This won't fly anywhere else.
