Cloth masks aren't really any different from surgical masks and people were being advised to make cloth masks, but rarely where they up to spec.
We don't have stockpiles of anything. That's not a covid conspiracy. It's basic capitalism. Why didn't the government buy up stock piles? Even if they wanted to, the factories that make them were already operating max capacity. Nominal capacity is max capacity. Why? Capitalism.
Spit getting into people's eyes is how most people were catching covid and there was official advice on wearing eye protection, but people cared more about their faction then health. I remember getting sneered at for wearing safety goggles.
Air Borne was only really a risk indoors. Dilution and UV basically killed the virus quickly outdoor, so as long as you practiced safety distancing, you were fine. Where was the profit in telling people to distance? You can indirectly measure viral saturation indoors with a CO2 monitor. If the room was over crowded or wasn't getting ventilated properly, the CO2 would go up. Why weren't they selling CO2 monitors?
