Dunno what to say, thinking about the financial requirements of going through the type of education which would help one participate in something like the Manhattan project, plus the financial requirements of sustaining said project at least until someone gets enough ionising radiation to make one glow, I'd still say it's cheaper to realise one has a passion for anime and gaming:))

This is certainly a viewpoint, but my interpretation of what rtxn stated is that, if one lacks passion (for whatever reason, be it biological, psychological, or otherwise), should one gain access (by whatever means) to a sufficient amount of ionizing radiation, one would very probably achieve a very certain radiant glow.

I estimate their point was that such a glow could be achieved, and less so the cost to achieve it. This perhaps the financial expenditure to achieve said glow wasn’t immediately specified within your first post.
