The truck already highlights that this person might not be the best decision maker. Blocking the sidewalk underlines their lack of concern for others.

I think the angle might be creating an illusion. To me it looks like they're grill is right at the border of the sidewalk. Look at the right front wheel and the corner of the driveway..
It looks like the sidewalk is angled and right front wheel is not blocking it, but the left front wheel is blocking it.
