They were used as a currency for selling drugs at one point. Easy to flip and stable value.

Honestly, nothing surprises me anymore these days. It just seems rather sad and petty for people to go stealing Lego of all things though, no matter the reason.

You think Lego is sad and petty? There are entire urban markets based around Tide detergent for this same reason. Easy to transport and store, doesn't draw attention, and many stores don't require a receipt to return unopened containers for at least store credit, which can then be used to buy anything else there.
