Can I delete previous backups, without affecting following backups, Since TimeShift (RSync) make increamental backups.

Yes, older backups can be deleted.

But does that mean mean the very first backup can be deleted? Asking since the following backups created by creating links from first backup, isn't it?

I'm not sure about the links but I've been using timeshift for awhile and my first backup is long gone. Please note that I've been using the GUI to delete them, I wouldn't delete them manually.
