Not a great photo, but the best I could do today.

Seen this morning in Boulder CO, USA.

I was thinking it was a Russian Olive. It looks like their leaves and flowers are fairly close, but the plants are very different lol. Wonder which it is.

on closer inspection, I think you are right. sea buckthorn flowers look completely different.
