How was this not a law? Does this mean it's legal in other states?

Just an update I heard on the news this morning: texting was already banned. This expands it to anyone holding their phone. 28 states have phone bans in place.

I imagine that means it is legal, yes. I think maybe some other phone laws are specific to texting and this might be slightly more broad
