If by "new web" you mean "social media" and by "paving the way" you mean "scrambling to become the next aggregator" then yeah, that's a thing that seems to be happening.

I've a feeling that X will adopt to Atproto or ActivityPub if bluesky gains popularity. Lately there is a lot of buzz about fedivers and these tech billionaire are in race to control it the same way they did with internet.

99% of the world doesn't care about Twitter and it never cared. Why would someone think that twitter is changing anything?

If I understand the purpose of the article, a lot of people aren't liking the new ways of using Twitter, and then they search for alternatives. Because of that, platforms like Mastodon gain more popularity .

At the end of the day, Musk is making other platforms bigger, and that seems excellent. Imo, Twitter has its uses if you can filter what you want to see as much as possible. You have to make a very large filter.
