How are you going to discard votes after they are cast? How can you tell whose votes are whose?

There is a lead of 700ish votes in this election. They are targeting blocks of votes numbering 60k+ and those blocks tend to be more likely to vote democratic than republican. If they pull this off it will most certainly turn a loss for Republicans into a win.
