I mean, this is definitely a shower thought, so kudos. But, any method of improving passwords is better than the nothing effort most people would use otherwise.

Administrators implement those password restrictions to prevent security breaches.

I'd rather have the tighter security if it keeps my credit card safe.

I will put the bold claim out there that if companies like banks salt your password and lock you out after 4 attempts you don't really need that much in the way of end user password complexity. The only practical attack at that point is denial of service.

I was thinking stores. Amazon, Etsy, eBay, smaller stores etc.

I don't know that it signals the downfall of an organization, but i do agree that it's BS. Johnny hacker isn't guessing my password because it doesn't have a symbol; he's buying it from a breach and i could have just continued to use Assword and had the same level of security.
