The two arms are sprung so that as you push on the handle they separate, and then return to position.

The black metal part reminds me of my futon couch, has a similar mechanism for when you fold/unfold it. Could this be an arm for some kind of recliner chair?

I had the same thought, this looks like the handle for a recliner.
