I'm guessing that the private prison owners have donated lots of money to the Republicans in Texas...
It's really the contractors for the public prisons.
Texas is fighting the federal government for not letting Texas government make all its own rules, and now fighting cities for making theirs. I think someone there wants to be king.
Those cities should just secede from Texas.
