Your examples are holding the knife wrong too.
They're talking about the non-dominant hand. Neelix's way will get those digits chopped off.

Nelix is not gripping the food near the point of contact with the blade. And holding the blade like that, he's not speed chopping anything.
Claw grip's only really important if you're working quickly with your gripper near the cutter.
Clearly, this indicates that only the officers on board had to ensure Nelix's cooking. He'd never be fast enough to cook for all 150ish crew members.

Nah, he's using a 24th Century knife with SawStop built in. If it touches skin it automatically stops cutting.
Talaxian skin has an E class cut resistance rating. Simple 15° ground stainless steel is no match. There's no excuse for how he's holding the blade, though.
